The Netherlands Strongly Supports Cadastre Reforms in Former Yugoslavia Countries

The Second Regional Conference for Cadastre and Land Administration was held between 25-27 May, 2009 in Ohrid, with around 80 participants from cadastre institutions from Bosnia and Herzegovina, Republika Srpska, Montenegro, Slovenia, Croatia, Slovenia and Kosovo. Representatives from the major bilateral donors which support cadastre reforms in the region such as the Netherlands, Sweden, Norway as well as the World Bank also attended the conference. The objective of the conference was to exchange experience among the countries from the region for development of an efficient and reliable real estate cadastres.

The conference was opened by H.E. Mile Janakievski, Minister for Transportation and Communication of the Republic of Macedonia who pointed out that better  and more efficient functioning of the cadastre enables better services both for the Macedonian and foreign investors. The Netherlands Ambassador H.E. Simone Filippini noted in her speech the importance of the cadastre for the Netherlands. "The Netherlands is a small country which attracts the highest foreign direct investments worldwide", she stated. "The Dutch Cadastre is an institution with 177 years of tradition and still is one of the most innovative institutions in the Netherlands" she further noted. The Ambassador recognised the significant progress in the cadastre reforms in Macedonia and emphasised that more reforms are needed in order to resolve property ownership and to attract bigger foreign investments in the country.

"Macedonia has made a significant progress in establishing the real estate cadastre since 2006. Currently, 85 percent of the country is covered with the real estate cadastre, and the objective is to establish the cadastre on the whole territory of the country by the end of 2009. The next step is digitalisation of the regional cadastre offices in Macedonia in order to enable electronic access to the information from the real estate cadastre for the clients" announced Mr. Ljupco Georgievski, Director General of the Agency for Real Estate Cadastre.

The conference adopted several conclusions with a view to further strengthening cooperation between the cadastre administrations from the countries in the region, to build their cadastre systems according to the highest EU standards, develop a modern land registration system and to create the required pre-conditions as well as to develop a national spatial data infrastructure in compliance to the EU Inspire Directive. In order to raise the level of the regional cooperation, the regional cadastre institutions agreed to establish a standing technical committee, in which each institution will delegate one representative with the task to improve the data sharing between the institutions, prepare annual and thematic regional studies and inform the directors of the involved institutions of its findings and results. Finally, they all agreed that the Real Estate Authority of Montenegro will host the third Regional Conference for Cadastre and Land Administration in May 2010.
