Visionary Local Leadership

Course introduction
In an increasingly complex world, with more and more responsibilities and possibilities for local leaders, it is crucial to have a clear vision of where to go and how to go about it. The one week training course Visionary Local Leadership is specifically designed for local leaders in transitional and developing countries, such as mayors, governors and city managers. It provides you with the tools to develop and implement a clear and inspiring vision and will help you strengthen your own leadership competencies. 

Questions that will be discussed are: How do you develop a vision for your municipality and bring it to reality? What competencies do you need to become a true visionary leader? How can you deal with the challenges and take advantage of the opportunities in promoting development of your municipality? How can you better involve actors on a local, regional, national and international level? 

The experts
The Visionary Local Leadership training is a high profile learning event with top speakers, inspiring experiences and excellent facilities. Contributions come from prominent practitioners and scholars in the field of local leadership and lobby, with experience in various parts of the world. 

Ivo Opstelten, until the 1st of January 2009 Mayor of Rotterdam - the largest port city in Europe - after a career of mayor since he was 28. In difficult times, his calm and responsible behavior prevented unrest in the Rotterdam society and helped in building bridges between citizens from different ethnic backgrounds. Ivo Opstelten also was the driving force behind the innovative safety policy of the city of Rotterdam 

Rinus van Schendelen, professor in political science at Erasmus University Rotterdam, expert in politics-business relationships and lobbying and author of the bestselling book “Machiavelli in Brussels: the Art of Lobbying the EU”. Rinus van Schendelen has consulted and trained trade associations, large multinationals and local and national governments worldwide. 

Nico Schoof, former mayor and now active as international local leadership consultant. Nico Schoof advised mayors on local public administration reform in a.o. Kuwait, Iran, South Africa and several Eastern Europan countries. As president of the Dutch Association of Mayors he developed new insights on leadership in local governance. 

Learning objectives
The Visionary Local Leadership training is a high profile learning event with top speakers and excellent facilities and aims to support you in: 
Acquiring insight into the key competencies of visionary local leadership;
Developing and implementing a clear and inspiring vision;
Giving direction to your civil servants;
Using the potential of your citizens;
Mobilising relevant actors on the local, regional, national and international level.

Furthermore, it aims to:
Inspire you in your daily work as leaders of the local society;
Provide an opportunity to exchange experiences with colleagues from all over the world.

After the training the participants will receive a certificate.

The content
Besides presentations and discussions you will experience local governance practices and discuss issues and concerns through field visits and role-play. The training consists of the following elements. 

Arrival day
On the arrival day you will meet with the other participants and get the chance to get acquainted over dinner. We will discuss the programme goals and objectives, and the participants expectations. 

The key competencies of visionary local leadership

The key competencies of visionary local leadership will serve as the reference points of our training. Through movie material and discussions we want to make you think about what being a local leader means to you. We will assess your own leadership style and link this to your personal learning objectives. 

Creating a vision

Visionary leaders are social innovators and change agents seeing the big picture and thinking strategically. During the training you will work on a plan to create a vision for your municipality. Field visits and discussions with Mayors will help inspire you and bring you to new ideas. 

Giving direction to your civil servants

In order to bring your vision to reality, you need the support of your civil servants. In this training, we will provide you with insights about how you can make the most of their capacity and help you put in place various safeguards to assure their effective, efficient and lawful performance. There will be ample room to share these challenges you face in your daily work and to discuss possible solutions. 

Using the potential of your citizens

Citizens can be a powerful factor in creating the change you want to see. We will discuss how your municipality can benefit by involving your citizens in a smart way. We will provide you with practical tools to improve communication with your citizens and increase support for your plans. Furthermore, we will visit successful projects of residents and professionals working together. 

Mobilising actors on the regional, national and international level

Forming partnerships and strategic alliances on a regional, national and international level can seriously contribute in accelerating the development and growth of your municipality in a sustainable manner. We will discuss ways in which you can organise and mobilise these actors. Through case study and simulation we will link theory to practice. 

Departure day

We will end the training with a lecture from a prominent local leader, a wrap-up and a festive lunch.

Practical information

The course fee is € 2.750,-. This includes all training-related costs as well as drinks and meals, training materials and travel during the training.
